    Abstract

    In 2011 the U.S. Agency for International Development (USAID) through its environmental cooperation - Asia (ECO-Asia) project and Waterlinks, a non-profit that promotes and supports water operator partnerships in Asia and the Pacific - facilitated a twinning partnership between MWSS (Metropolitan Waterworks and Sewerage System), Manila Water, Maynilad, and Palm Beach/NCAR.
